Two different numbers, and the difference matters. The unit is certified for zero inches to combustible material on all sides, which is a fire rating and is why builders can frame closets tight. Gradient’s manual separately recommends 24 inches at the front and 12 inches above for service access. Your builder only had to meet the first one.
